Samer Kirresh is an accomplished Economist and Investment Expert with over 25 years of diversified experience spanning the public, private, and academic sectors across the GCC, Middle East, and Europe. His multidisciplinary background bridges policy design, economic research, banking, and investment strategy—providing a unique capacity to interpret and shape economic realities with political and developmental insight.

Mr. Kirresh earned his B.A. in Economics (Development & Planning) from Baghdad University in 1996. The following year, he was awarded a scholarship to pursue his postgraduate studies at Lyon 2 University in France, where he obtained a master’s degree in economics (Money, Finance & Banking) in 1999.

His professional journey began the same year at Arab Bank, Paris, where he served as a Credit Analyst, in parallel with his work as an Assistant Researcher at Lyon 2 University. In 2002, he returned to the Middle East to join the Bank of Jordan as Head of Corporate Credit and Trade Finance, a role that earned him Signature B Authority, enabling him to sign on behalf of the bank.

In 2005, Mr. Kirresh transitioned to academia, serving as a Senior Lecturer at University College Bahrain, teaching courses in microeconomics, macroeconomics, commercial banking, financial management, and international business. His academic career extended across institutions in Bahrain, Jordan, and Palestine, lasting until 2012, and significantly enriched his analytical and pedagogical expertise—particularly in the fields of finance and policy training.

In 2012, he joined the Jordan Chamber of Commerce as Head of the Economic Department, where he played a pivotal role in shaping economic laws and regulations on behalf of the private sector. Reporting directly to H.E. Nael Kabariti, Chairman of the Jordan Chamber of Commerce and the Arab Chamber of Commerce, Mr. Kirresh represented Jordan’s private sector in high-level bilateral committees, including the Jordan–UAE and Jordan– Kuwait High Executive Committees, participating in technical and policy preparations under the leadership of H.H. Sheikh Abdullah Bin Zayed Al Nahyan and H.E. Nasser Judeh.

In 2015, he joined the Ministry of Finance in Oman as a Financial Expert, before moving to the UAE Banks Federation as Head of Research and Development, working under the chairmanship of H.E. Abdulaziz Al Ghurair. There, he led economic studies, coordinated the work of 17 specialized committees, and provided analytical input to the Central Bank of the UAE on key financial sector issues.

In 2019, Mr. Kirresh was appointed Economic Expert at the Department of Economic Development (DED) in Ajman, where his policy design and analytical contributions earned him the H.H. Sheikh Ammar Bin Humaid Award for Best Government Policy.

Since August 2024, he has been serving as Economic Advisor to the Director General’s Office and Investment Expert in the Investment Office at the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA). His focus includes advancing agricultural investment strategies, PPP frameworks, and policy initiatives that align with Abu Dhabi’s Vision 2030 and food security agenda.
